LEASED MODULAR CLASSROOM BUILDING
The Natick Public Schools, the Awarding Authority, invites competitive sealed proposals for the design and installation of two (2) modular classroom buildings at the Kennedy Middle School, 165 Mill Street, Natick, MA 01760. Any such lease shall be for a three (3)-year term. All classrooms shall be compliant with all federal, state, and local laws, rules, and regulations. Modular building shall include the following: handicap accessible, a three (3) phase electrical system, and a tech ready system. The total square footage of each modular shall be as close to 725 square feet as possible. The Natick Public Schools also seeks a price to include an additional modular classroom. The Natick Public Schools reserves the right to award with the additional modular classroom or without such an additional building.
The scope of the work includes engineering design, prefabrication, site, assembly, installation, and all services required to complete and to deliver the modular classrooms ready for use and occupancy, including any and all associated site work, excavation, general construction, finishes, mechanical, and electrical work. Work pursuant to this Request for Proposals shall reach substantial completion as soon as possible and the proposed occupancy date shall be included in the response. All set up and delivery charges shall be rolled into the prices quoted. The project award shall be based upon total price.
Proposals will be considered only from proposers who have been certified by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) for the work as follows:
CATEGORY OF WORK: MODULAR CONSTRUCTION
The General Contractor must submit a certificate of eligibility issued by DCAMM and an Update Statement as required by M.G.L. c. 149, Section 44E, in the category of modular/prefab construction.
All parties responding to the Request for Proposals must submit five (5) copies of two proposals - one containing price information, and the other containing all other proposal information aside from price. Proposals shall be submitted in separate sealed envelopes addressed to the Town of Natick Procurement Office, 75 West Street, Natick, MA 01760. Each envelope shall be marked “Modular Classroom RFP Response,” and shall bear the designation “Price Proposal” or “Non-Price Proposal.”
Each response to the Request for Proposals must be accompanied by a certified check, bond, treasurer’s or certified check insured by a responsible bank or trust company, which shall be for not less than five percent (5%) of the total proposer payable to the Natick Public Schools. As the Awarding Authority, the Natick Public Schools reserves the right to determine the ability of any proposer to perform the work, and any proposer shall, upon request of the Natick Public Schools, furnish such information as may be necessary to determine such ability, including a performance bond. The Awarding Authority reserves the right to reject any and all proposals and to waive any informality in the responses to the Request for Proposals if it is in the best interest of the Awarding Authority to do so. The award of the contract will be subject to appropriation and vote of the Natick Public Schools.
A non-mandatory walk through is scheduled for January 16, 2019 at 9:30 AM at the Kennedy Middle School, 165 Mill Street, Natick, MA 01760.
All responses to the Request for Proposals shall be submitted to the Procurement Office, 75 West Street, Natick, MA 01760, no later than 11:00 A.M. local time on February 1, 2019. If the Procurement Office is closed due to weather or other emergency, the deadline for receipt of Proposals shall be extended until 11:00 A.M. local time on the next business day that the Procurement Office is open. Late proposals or proposals submitted electronically or by fax will not be considered. Incomplete submissions may be rejected as non-responsive. Proposals will remain in effect for a minimum period of one hundred eighty (180) calendar days after the receipt of proposals, unless such period is otherwise prescribed by law. Proposals shall not be opened publicly, but will be opened in the presence of one or more witnesses immediately after the deadline for responses to the Request for Proposals.
